Restaurant Licences in India: A Practical Checklist Before Opening Your Restaurant

Opening a restaurant involves more than fitting out a space and hiring a team. The right licences and approvals help you trade legally, protect guests and staff, and avoid last-minute delays before opening day. The exact list is not identical for every restaurant, so the goal is to build a clear, location-specific compliance plan early.

Why restaurant licences need an opening plan

Licences are often managed as paperwork at the end of a project. That creates risk: a property may not support the intended use, a document may require a different address or layout, or an approval may take longer than the fit-out. Treat compliance as an opening workstream with owners, dates, evidence and dependencies.

Start with the restaurant format, proposed menu, seating, operating hours, delivery model, alcohol service, music, staffing and property. Then confirm which authorities and approvals apply before signing off the design or committing to an opening date.

The restaurant licence and approval map

The following categories are common planning checkpoints in India. Some may be registrations, licences, permissions, certificates, displays or periodic returns rather than one universal “restaurant licence”. Confirm the application route and applicability for your location.

Common opening checkpoints
AreaWhat to clarify before opening
Food safetyFSSAI registration or licence, food-safety plans, display and records relevant to the business.
TaxGST registration and invoicing, tax configuration and applicable returns with professional guidance.
Local tradeMunicipal trade or eating-house permissions, Shops and Establishments requirements and local registrations.
Fire and buildingFire-safety approvals, occupancy or building-use conditions, emergency systems and inspection records.
AlcoholState excise permissions where liquor is served, including premises, hours, storage and display conditions.
Music and mediaPublic performance or music permissions where recorded or live music is used.
EmploymentPayroll, labour, employee records, welfare, contracts and other employment compliance that applies.
Environment and wasteWaste segregation, disposal, grease traps, drainage, pollution or other local conditions relevant to the site.

Do not copy a licence list from another city and assume it is complete. Use the property address and operating model as the starting point for a current applicability check.

Restaurant Licence Checklist

Use this checklist to build your opening tracker. Add the authority, application reference, owner, submission date, expected approval date, renewal cycle and evidence location for every item that applies.

Business and food operations

  • Confirm the legal entity, trade name, address and authorised signatory details used across applications.
  • Identify the applicable FSSAI registration or licence category and prepare the required premises and food-business information.
  • Prepare food-safety policies, supplier records, hygiene controls and required displays before the first inspection or opening.
  • Confirm GST applicability, billing configuration, tax invoices and professional review of registration and returns.

Property and local permissions

  • Verify permitted commercial use, occupancy, landlord permissions and any society or building restrictions.
  • Check municipal trade, eating-house, Shops and Establishments and local health requirements for the address.
  • Confirm fire-safety systems, exits, emergency signage, equipment and any approval or inspection required for the premises.
  • Document waste, drainage, grease management, signage, parking, outdoor seating and operating-hour conditions.

Format-specific permissions

  • Apply for state excise permissions before buying, storing or serving alcohol where relevant.
  • Confirm public-performance or music permissions for recorded or live music.
  • Check delivery, cloud-kitchen, catering, retail, outdoor service or multiple-outlet requirements that differ from a standard dine-in format.
  • Set up employment, payroll, contractor and staff-record controls with appropriate professional advice.

Property Compliance Check

Licences cannot compensate for a property that is unsuitable for the intended operation. Complete a property check before finalising the lease, design or equipment order.

Check the site before you commit

Record the property address, permitted use, access and egress, fire systems, electrical load, water and drainage, exhaust route, waste route, signage rights, seating capacity, landlord documents and any local restrictions. Flag every gap with an owner and decision date.

  • Does the sanctioned or permitted use support the planned restaurant format?
  • Can the kitchen exhaust, grease management, gas, electrical and waste systems be installed and maintained safely?
  • Are exits, fire access, occupancy limits and emergency routes practical for the expected capacity?
  • Do lease, building, society or landlord conditions restrict cooking, delivery, alcohol, music, signage or operating hours?
  • Can inspectors, vendors and service teams access the areas required for approvals and ongoing compliance?

For a new outlet, Restaurant Setup Consulting can connect property diligence, layout, equipment and opening-readiness decisions into one practical plan.

Plan the opening sequence

Work backwards from the target opening date. Separate “application submitted”, “approval received”, “displayed at site” and “renewal due” so the team knows what is actually complete. Keep copies of submitted forms, receipts, certificates, inspection notes and correspondence.

Build a simple weekly review with the project owner, operations lead, landlord or property contact and relevant specialists. Escalate missing documents early; do not let an approval dependency remain hidden inside a general fit-out checklist.

Before a soft opening, test that the licence details match the final entity, address, premises, format and operating conditions. Keep required certificates and displays accessible to the team and ready for inspection.

From Licence Folder to Digital Compliance Dashboard

A shared licence folder is a useful starting point, but a structured digital compliance workflow can make renewal dates, ownership and outlet-level visibility easier to manage. Restavision’s future restaurant technology capability is focused on:

These references describe Restavision’s future restaurant technology capability, not a claim that a fully launched software product is available today. The direction is to help operators move from scattered files and calendar reminders to a visible, auditable control system.

A future workflow could show every outlet’s status, assign a responsible person, store an inspection document, accept uploads, trigger an expiry reminder and give management a current dashboard without replacing official portals or authority processes.

Make compliance someone’s operating responsibility

Every approval should have an owner and a review date. The owner does not need to complete every application personally, but they must know what is required, where evidence is stored, what is due next and when a specialist must be involved. Managers should review changes in menu, capacity, equipment, address, hours, alcohol or music because they can change applicability.

Link licence controls to daily operations, opening checks, training and audits. Restaurant Operations & SOP Consulting can help convert requirements into practical SOPs, checklists, ownership routines and management reviews. Keep the disclaimer visible in your own working documents too: licence requirements vary by state, city, property, format and operating model, and specialist legal, tax or regulatory advice should be obtained where required.
